About the role

The Mycoplasma bovis Eradication Programme has been operating since July 2018, and we're working toward a world first eradication of M. bovis. The Government, Dairy NZ, and Beef and Lamb have committed to $800 million over 10 years to the eradication programme. A new directorate has been created to manage the programme to December 2020.
This role will lead the Recovery function for the programme. This involves some line management but also functional and intellectual leadership without direct line control. You will be responsible for developing national-level rules, systems and interventions to help affected farmers to re-establish viable and resilient farm businesses, and to leave New Zealand's biosecurity system stronger.
You will work closely with the four regional M. bovis hubs, particularly the Recovery Managers and Recovery Teams based in those regions. These teams help farmers plan through the eradication steps and help avoid animal welfare problems if required; they work with our Welfare Advisors to develop tailored support packages for affected families. You will work in collaboration with all functions in the M. bovis programme, including the operations and welfare teams in the regional headquarters.

Key to your success will be your ability to mntanage teams and systems to deliver services to affected farmers, their families, and their communities. You will understand the need to balance objectives around eradicating the disease, the impacts on farming systems, the financial implications, and the welfare of affected people.
You will bring:
- Experience in managing operational programmes or service delivery
- Demonstrated ability to manage relationships and effectively consult with a wide range of external stakeholders
- The abilty to critically analyse technical matters to make sound business decisions
- An understanding of NZ farming systems (dairy or beef) will be beneficial
The person filling this role will need to be in Wellington at least three days per week, for at least three weeks out of every four. Regular travel to the regional M. bovis hubs will be expected.
