Location: Wellington
Salary band F: $74,964 - $99,968 depending on skills and experience
Kōrero mō te tūranga - About the Role
We have an exciting opportunity available as the Analyst Operational Policy where you will be responsible for assisting the design and delivery of policy proposals for the Maximising Forest Carbon Programme.
Since its introduction in 2008 the Emissions Trading Scheme (ETS) has been a key part of New Zealand's climate change response to reduce emissions. While the rules for how people account for forests in the ETS are covered by the Climate Change Response Act 2002, it is the regulations which set out the detail of how this is done. The Maximising Forest Carbon Programme is providing the first opportunity to step back and consider how forests are included in the regulations and how this aligns with the outcomes being sought within the ETS.
The programme is a multi-year research and policy initiative to better measure, recognise and reward carbon storage in our existing native and exotic forests. It will be your role to use evidence gathered to develop policy proposals for updating regulations and operational practice and implementing these into the forestry Emissions Trading Scheme.
You will be responsible for:
- Designing, developing, and supporting implementation of policy deliverables as part of the Maximising Forest Carbon Programme, including updating regulations and developing evidence-based policy proposals.
- Supporting the wider programme and operational policy and operations teams to understand the implications of the programme.
- Assisting with initial design thinking on any future research and policy programmes related to the wider Maximising Forest Carbon Programme.
- Contributing to a range of cross-team, cross-agency and/or cross-Ministry work programmes to deliver on strategic outcomes.
Mōu - About You
You have strong analytical and written communication skills, an ability to develop collaborative working relationships with a range of stakeholders, and experience in gathering, organising, and communicating information.
As the Analyst Operational Policy, you will have previous experience working within a government regulatory policy environment and will be able to hit the ground running. Experience with environmental or regulatory impact assessments would be advantageous.
A policy, operational policy, or regulatory implementation background is essential.
You do not need to meet all the role requirements to apply. We offer a breadth of development and learning opportunities and will welcome an application if you think you could make a great fit.
