Salary band & range: General Salary Range B: $138,938 to $186,493 depending on skills and experience
About the Role – Kōrero mō te Tūranga
Fisheries New Zealand is committed to strengthening its partnership with Māori and upholding its Treaty of Waitangi obligations. As part of this commitment, our Fisheries & Aquaculture Treaty Partnerships Directorate is seeking an experienced and values-driven Manager, Treaty Analysis and Capability.
This is a pivotal leadership role within the directorate. You will continue to grow Fisheries New Zealand's cultural and engagement capability, ensuring our policies, practices, and decision-making consistently give effect to Treaty principles, Mātauranga Māori, and Māori rights and interests.
As Manager, Treaty Analysis and Capability, you will lead a small high-performing team responsible for supporting Fisheries New Zealand to meet its Treaty obligations in line with Treaty settlement commitments, government direction, and the MPI strategic plan. You will provide strategic and operational leadership across the Treaty Analysis and Capability function, including leading the development of strategies, plans, programmes, and regulatory responses, and overseeing Fisheries New Zealand's input into Treaty settlement negotiations.
Key Responsibilities
In this role, you will:
- Lead and manage the Treaty Analysis and Capability team, ensuring effective delivery and best value through sound financial and resource management
- Support team wellbeing, accountability, and engagement, embedding meaningful engagement practices into team processes
- Provide robust, high-quality analysis on the impacts of Crown policy and fisheries management proposals on Māori rights and interests protected by the Treaty of Waitangi
- Lead the development of advice to Ministers and MPI on policies and approaches that recognise and provide for Māori rights and interests in fisheries
- Build strong relationships and collaborate across Fisheries New Zealand and MPI to deliver high-quality outcomes and promote Fisheries NZ internally and externally
- Continue to strengthen cultural and engagement capability so that all practices reflect Treaty principles, uphold Mātauranga Māori, and protect Māori rights and interests
About You – Mōu
To succeed in this role, you will bring a deep understanding of Māori perspectives as Treaty partners of the Crown and demonstrate the credibility and integrity required to build trusted relationships. You will be comfortable working in complex environments and adept at navigating diverse views and interests.
You will be able to build strong, collaborative relationships with Māori, fisheries sector stakeholders, government agencies, and other partners to deliver enduring and high-quality outcomes.
We are looking for someone who brings:
- Strong people leadership and management capability
- Proven experience building credible, respectful relationships with teams that have diverse technical skills and communication styles, particularly with Māori
- Confidence and resilience in managing complex or challenging stakeholder relationships
- Project management experience, including leading initiatives and achieving outcomes in environments with competing or diverse interests
- Advanced written and verbal communication skills, including the ability to clearly convey Māori perspectives to a wide range of audiences
- Demonstrated financial planning and budget management experience
- A strong track record of lifting capability through coaching and mentoring
